About execution of international research-to-practice conference «Improvement of law enforcement activity taking into account modern realities» in light of President’s message of the Republic of Kazakhstan N.Nazarbayev to people of Kazakhstan «Growth in prosperity of Kazakhstan’s people: increase in earnings and quality of life»

November 16, 2018 in Aktobe Law Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M.Bukenbaev successfully carried out an international research-to-practice conference «Improvement of law enforcement activity taking into account modern realities» in light of President’s message of the Republic of Kazakhstan N.Nazarbayev to people of Kazakhstan «Growth in prosperity of Kazakhstan’s people: increase in earnings and quality of life».
The conference was held for the purpose of international experience exchange within a framework of law enforcement activities, namely in criminal, criminally- remedial and administrative legal affairs of the Department of Internal Affairs.
The conference program included 120 speakers, who were divided into 6 sections, and plenary session. So, in plenary session with opening speech appeared deputy director of Aktobe Law Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M.Bukenbaev, Candidate of Juridical Sciences, police Colonel Galiya Zhanabekovna Suleimanova, deputy director competently of Far Eastern Law Institute of the Interior Ministry of Russia, Candidate of Juridical Sciences, senior lecturer, police Lieutenant Colonel Ryabtsev Alexandr Vasilievich (in the online mode) and judge of court of Aktobe city Manarbek Adilgereevich Mynbayev. The guests delivered the reports: Head of scientific-research department of Omsk Academy of the Interior Ministry of Russia, Candidate of Juridical Sciences, and senior lecturer police Colonel Oleg Alexandrovich Dizer, senior lecturer of criminal law department of Omsk Academy of the Interior Ministry of Russia, Candidate of Juridical Sciences, police Lieutenant Colonel Kirill Nikolaevich Karpov, vice dean of the faculty of law of Orenburg State University, Candidate of pedagogic sciences Yelena Ivanovna Maksimenko, deputy director of Karaganda Academy of the MIA of the Republic of Kazakhstan named after B.Beisenov for academic affairs, doctor of law, professor, police Colonel Zairulla Sembaevich Tokubaev, chief research worker of case study Center in the area of security of public interests of International Scientific Research Institute of Academy of law enforcement of General Prosecutor Office of the Republic of Kazakhstan, Doctor of Laws, senior lecturer, Senior Counsellor of Justice Bibigul Dzhanabaevna Bekisheva, teacher of system of special courses of Training center of MIA of the Republic of Kazakhstan, Master of Law, police Captain Samal Bektybayevna Zhakupova, Chief Specialist of corruption prevention administration of the department agency of the Republic of Kazakhstan on business of civil service and anti-corruption of Aktobe region Nurbolat Baiuzakovich Makhmutov, and the Head of criminal process department of Far Eastern Law Institute of the Interior Ministry of Russia, Candidate of Juridical Sciences, senior lecturer, police Colonel Svetlana Mikhailovna Kuznetsova in the online mode and other representatives.
Moderators of divisions on a par with employees of Aktobe Law Institute of the MIA of the Republic of Kazakhstan named after M.Bukenbaev appeared foreign guests. Among employees and guests in work of conference took part retrainees.
Following the results of conference was published collection of writings, which included scientific articles of leading scientists’ men of science, practical authorities of law enforcement system, specialists and experts, teachers, legal scholarship of national and foreign higher education institutions, as well as young scientists, adjuncts, applicants, postdoctoral students, graduate students, experts of Universities of the Republic of Kazakhstan, Russian Federation, Republic of Belarus, Kyrgyz Republic, Republic of Tadjikistan. The materials cover legal aspects of improving administrative activities in law enforcement agencies, current trends and problems of implementation of criminal law and penal policy in the Republic of Kazakhstan and foreign countries, prevention of offenses by law enforcement agencies, modernization of modern pre-trial proceedings in criminal cases and ways to improve the efficiency of detection and investigation of crimes, improvement of special and physical training of law enforcement officers, legal education and language culture of the lawyer taking into account modern realities, state-legal and civil-law activity of law enforcement agencies.
Following the results of the conference, recommendations were developed, which were approved at the final stage when summing up the results unanimously. Within a framework of closing of a conference was a presentation of historical publicist collection «Сriminal investigation», dedicated to the 100th anniversary of criminal investigation Department (contributors: M.K.Aidosov., G.Zh.Suleimanova., S.A.Tuleev) and pornographies «human Rights is a fundamental factor in the formation of legal state in the Russian Federation and the Republic of Kazakhstan» (authors: G.Zh.Suleimanova, I.A.Voronina., E.I.Maksimenko., D.A.Sablin).
Conference ended with a speech of the Head of Institute, Candidate of Juridical Sciences, police Colonel Salimgerei Imangalievich Karakushev with words of gratitude to participants and guests of the conference and wished success in further research activities. At the end of the event, the participants were awarded certificates and gifts, as well as cadets presented a concert program.
