Training seminar on the topic “Using the” profiling “method while ensuring public safety at transport facilities”

From 8 to 10 November of the same year, on the basis of the Aktobe  Juridical  Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M. Bukenbaev, a training seminar was held on the topic “Using the Profiling Method in Ensuring Public Security at Transport Facilities,” which was organized by the Kazakhstan Office of the Organization for Security and Cooperation Programs in Europe, in cooperation with the International Narcotics and Law Enforcement Branch of the US Embassy in the Republic of  Kazakhstan, The Central Asian Regional Information and Coordination Center for Combating Illicit Trafficking in Narcotic Drugs, Psychotropic Substances and Their Precursors, the Association of Psychologists of the Republic of Kazakhstan and the Ministry of Internal Affairs of the Republic of Kazakhstan.

Seminar organizers:

  1. Christopher McCullough is political adviser to the OSCE Office of Programs in Astana.
  2. Asel Karataeva is a project assistant to the military and political programs of the OSCE Office in Astana.
  3. Mikhail Asafov – Senior Project Assistant of the military-political department of the OSCE Programs Office in Astana.
  4. Sabarbekov Azamat Almazovich – senior analyst of the Information and Analytical Division .
  5. Kondratiev Igor Vladimirovich – independent expert, vice-rector of the Central-Kazakhstan Academy (observer).

The seminar was attended by the employees of the Akktobe Juridical  Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M. Bukenbaev, and also according to the order of the Minister of Internal Affairs of the Republic of Kazakhstan dated December 29, 2016 No. 1201 “On the approval of the plan – schedule for special initial training, advanced training and retraining for 2017 year “students of advanced training courses” Heads of LDP “.

During the seminar, issues of the history of creating a profiling system, organizing profiling, developing a risk profile for transporting drugs on the body were discussed.       Also, a great emphasis was placed on discussing the issues of countering terrorism in Kazakhstan, the main signs of the preparation of terrorist acts in public places, ways of concealment, banned for free circulation of funds in various modes of transport, identification of the risk group among passengers by behavioral symptoms, . In addition, the organizers of the event presented a large amount of visual material in electronic form, and video clips. The received knowledge was fixed in practical exercises.

         Employees of our institute and students of the advanced training courses actively took part in the discussion of issues and carried out practical assignments.
