On November 29-30, 2017, the international conference “Alternatives to imprisonment: Policies and Practices in the Treatment and Care of Persons with Disorders Associated with Drug Use in the Context of the Criminal Justice System” was held in the city of Astana, organized by the Program Office of the Drug Enforcement Administration and UN crime in Kazakhstan.
The moderator of this conference was Ms. Signe Rothberg – head of the UNODC’s Program Office in Kazakhstan.
The head of the Service for the Supervision of the Legality of Sentences entered into force and their execution by the Prosecutor General’s Office of the Republic of Kazakhstan Kairat Zhakinbayev, the UN Resident Coordinator, the Permanent Representative of the United Nations Development Program in Kazakhstan Norimas Shimomura, the head of the project “The Program on Preventing the Spread of Drugs in the Central Asia»Ernest Robella.
Judge of the US District Court Kristin Carpenter, Deputy Chairman of the Ministry of Internal Affairs Meiram Ayubayev, Head of the Office of the Service for Supervising the Legality of Sentences that took effect and their execution, the Prosecutor General’s Office of the RK Nurlybek Abdraimov, representatives of foreign states of Kyrgyzstan, Turkmenistan , Uzbekistan, Tajikistan and NGOs.
And also with the reports were the deputy head of the project of the European Union Ben Zengerink, the head of the department of social work in the Department of Internal Affairs of the Kostanay Academy of the Ministry of Internal Affairs RK Nurlan Tulkinbayev, the teacher of the Criminal Procedure and Criminalistics Department of the Aktubinsk law institute of the Ministry of Internal Affairs of Kazakhstan named after M. Bukenbaev Erlan Balymov.
In the work of the international conference, issues of improving the probation legislation for people with drug-related disorders were discussed in the context of the criminal justice system, the theory and practice problem of alternatives to imprisonment.
As a result of this conference, specific recommendations were proposed to improve the legislation of the Republic of Kazakhstan and near abroad countries countries.
The organizer of this international conference, in the person of the head of the UNODC Program Office in Kazakhstan Signe Rotberg, was highly appreciated by the participants of this conference. She thanked everyone for their active participation and reports, which contained practical examples and a comparative analysis of theory and practice.
