February 1, 2020 in Aktobe Service center «Antikor ortalygy» the Agency for combating corruption jointly with the public fund «Fund of development of parliamentarism in Kazakhstan» held a training seminar «Аnti-corruption expertise of draft normative legal acts». The main goal of the seminar is to restore the Institute of anti-corruption expertise of normative legal acts of Central and local authorities in the region.
With a welcoming speech: Galymbek Nurmukhanovich Dosanov – first Deputy head of the Department of the Agency for anti-corruption in the Aktobe region, Saduakasova Saida Asetovna Director of filelocation of public administration under the President of Kazakhstan in Aktobe region, Battalova Zauresh Kabylbekovna – President of the Foundation for the development of parliamentarism in Kazakhstan, freelance adviser to the Chairman of the Agency of the Republic of Kazakhstan on anti-corruption, Deputy of the Republican Special Monitoring Group of the Agency of the Republic of Kazakhstan on anti-corruption.
The workshop was attended by managers of the project office «Aktobe – adaldyk alany», members of the regional outreach of staff members of the Special monitoring group at the Department, media representatives, professors and PhD students of universities, members of the public, practicing lawyers, from Aktobe law Institute of the Ministry of internal affairs of the Republic of Kazakhstan named after M. Bukenbaev – head of OSRaEPWD police Colonel Karimbaeva Aislu Kairlaevna. In total, more than 50 listeners.
During the seminar, Zauresh Battalova elaborated on the importance of conducting anti-corruption expertise of draft regulations for the development of our state. The participants were given detailed information concerning the basic principles and systems expertise, equipment and targets, the timing of the examination and the structure of the conclusion of anti-corruption expertise, content, transparency and accessibility of information. Also, the scientific Director of the Institute of free legislation of the Foundation for the development of parliamentarism in Kazakhstan, a member of the Republican Special monitoring group, candidate of law, lawyer Gabdualiev Mereke Tlekovich elaborated on the process of conducting anti-corruption expertise in practice. All students took an active part in practical classes. According to the organizers, this mechanism will allow to identify and eliminate possible corruption risks and conflicts at the stage of development of legislative and regulatory legal acts.
At the end of the event, all participants were awarded certificates.
