January 17, 2019 in Aktobe law Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M.Bukenbaev within the week of the Department of general legal discipline carried out meeting with the cadets of 2 «А» course of the resident training division with representatives of Department of the agency of the Republic of Kazakhstan for civil service Affairs and anti-corruption of Aktobe region Nurbolat Baiuzakuly Makhmutov and Akansery Yerzhauly Sultanbekov who in the course of the meeting told that in order to implement the President’s message to the Kazakhstan citizens: dated this October 5, 2018 «Growth in prosperity of people of Kazakhstan: Increase in earnings in the quality of life» Chairman of Agency of the Republic of Kazakhstan for civil service Affairs and anti-corruption A.Zh.Shpekbaev and akim of Aktobe region B. M. Saparbayev on December 21, 2018 was opened a project office «Aktobe – square of loyalty» is to increase citizens ‘ confidence to institutions of state power, reduce the level of petty corruption and create comfortable conditions. The project is focused on eradication of household production in all spheres of state authority.
Thus, the emphasis in the fight against corruption is shifted to its prevention, combining the efforts of the state and society in minimizing corruption. An action plan in this direction is provided by the anti-corruption strategy of the RK for 2015-2025 accepted in December 2014.Its main directions: anti-corruption in the public service, in the quasi-public and private sectors, in courts and law enforcement agencies, the introduction of the Institute of public control, improving the level of anti-corruption culture and the development of international cooperation.Also, «In order to implement the Plan of Nation «100 concrete steps», such priorities as the formation of a professional state apparatus and the minimization of corruption are defined by the Head of state as one of the main ones. A new phase of public service reformation involves the transition to a career model and a comprehensive change in the selection process and promotion of personnel in the state apparatus. Herewith, new mechanisms are aimed at strengthening the principles of meritocracy and accountability in the public service, the formation of administrative staff machinery, free from corruption. An important requirement in the selection for Civil service and career advancement — besides education and work experience — will be the presence of competencies necessary for the effective performance of the employee’s functional duties in the current position. This approach will be used for the first time in Kazakhstan. Significant changes are expected in the remuneration system of government personnel civil servants. Thus, the achievement of strategic aims of governmental authorities will be provided by a decent level of remuneration for the achieved working results.
In the discussion of these issues, the cadets were asked questions of interest to them, which were received from the representatives of the DACSAC RK detailed, informative and comprehensive answers.In conclusion of the meeting the students thanked the representatives of DACSAC for the information provided during the meeting. Upon an initiative of the teaching staff of the general legal discipline, we made a video dedicated to the campaign: «Aktobe — square of loyalty».
This meeting of the representatives of the DACSAC with the cadets of 2 «A» course of resident training division on explanation of anti-corruption legislation within the week of the Department of general legal discipline in Aktobe law Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan was timed to the 150th anniversary of Aktobe.
No one Aktobe citizen should stay away from this great event, everyone should take part, — stressed out the Head of the region Berdybek Saparbayev.
