November 17, 2017 in the Aktobe Juridical Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M.Bukenbaev successfully passed the international scientific and practical conference “Improving the activities of law enforcement bodies in the light of modern realities” as part of changes and additions to the criminal, criminal procedural and administrative legislation.
The organizer of the scientific and practical event was the department of the organization of research and editorial and publishing work.
The conference was held with a view to international exchange of experience in the criminal, criminal procedural and administrative-legal activities of the BIA.
The conference program envisaged 116 speakers, which were distributed in 6 sections and in plenary session. The plenary session was addressed by the guests: Head of the Department of Administrative Activity of the Department of Internal Affairs of the Voronezh Institute of the Ministry of the Interior of Russia, Candidate of Legal Sciences, Major of Police Rydchenko K.D, Professor of the Criminal Procedure Department of the Voronezh Institute of the Ministry of the Interior of Russia, Doctor of Law, Professor, Colonel of Police Nasonova I.A , Associate Professor of the Department of Theory of State and Law and Constitutional Law of Orenburg State University, Candidate of Pedagogical Sciences, Maksimenko E.I, expert, expert Expert criminal law center the Office of Internal Affairs in the South-West Administrative District of the Ministry of Internal Affairs of Russia in Moscow, the senior lieutenant of the police Kozlov A.V, the professor of the Department of Legal Disciplines of ENU named after L.N Gumilyov, Doctor of Law, Professor, Honored Worker of the Ministry of Internal Affairs of the Republic of Kazakhstan named after Akhpanov A.N, Professor of the Criminal Procedure and Criminalistics Department of the Karaganda State University named after EA.Buketov, PhD in Law, Professor Shakenov A.O, the investigative judge of the court №2 in Aktobe Adilova A.S, the assistant to the prosecutor of Aktobe region, the younger adviser of justice Imaniyazov A.A, the associate professor of the department of general jurisprudence of the Academy of law enforcement bodies attached to the Prosecutor General’s Office of the Republic of Kazakhstan, PhD, pendulum Justice Mediev R.A, as well as in online mode, the deputy chief of the scientific work of Rostov Law Institute of the Russian Interior Ministry, Police Colonel Terekhov A.Y, and representatives of other educational institutions and organizations.
Moderators of the sections along with the employees of the Aktobe Juridical Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M. Bukenbaev were foreign guests. In addition, in the work of the section “Legal Aspects of Improving Administrative Activity in Law Enforcement Bodies”, the staff of the Rostov Institute of Law of the Ministry of the Interior of Russia, rapporteur of the Department of Administrative Law, Ph.D., Colonel of Police, Osyak A Assistant Professor of the Department of Administrative Law, Ph.D., Lieutenant Colonel Pestov RA, Teacher of the Department of Administrative Law, Lieutenant Colonel Polikarpov DI At the same time, there was a two-way communication: the participants of the conference had the opportunity not only to listen to the speeches of the speakers, but also to ask them questions on the Internet. In addition to employees and guests, the participants of the conference also took part in the refresher courses.
As a result of the conference, a collection of materials was published, which included scientific articles of prominent scientists, scientists, law enforcement officers, experts and experts, teachers, legal scholars of Russian and foreign higher educational institutions, as well as young scientists, adjuncts, applicants, doctoral students, undergraduates, specialists from universities of the Republic of Kazakhstan, the Russian Federation, the Republic of Belarus, the Republic of Kyrgyzstan, Ukraine, the Republic of Tajikistan. The materials cover the legal aspects of improving administrative activities in law enforcement agencies, current trends and problems in the implementation of criminal law and criminal executive policy in the Republic of Kazakhstan and foreign countries, the prevention of law violations by law enforcement agencies, modernization of modern pre-trial criminal proceedings and ways to improve disclosure and investigation of crimes, improvement of special and physical training of employees enforcement agencies, legal education and legal culture of the language, taking into account today’s realities, the state-legal and civil-legal activities of law enforcement agencies.
Based on the results of the conference, recommendations were developed that were approved at the final stage when summing up the results unanimously.
The conference ended with the speech of the head of the institute, candidate of legal sciences, police colonel Karakushev Salimgerei Imangaliyevich with words of gratitude to the participants and guests of the conference and wishes of success in further scientific work. At the end of the event the participants were awarded with certificates and memorable gifts.
