March 16, 2019 by the head of the police Department of Aktobe region, Candidate of Juridical Sciences the police Major General M.Kh. Abisatov within the framework of the implementation of the Roadmap for the modernization of the Internal Affairs bodies of the Republic of Kazakhstan for the 2019-2021years, in order to strengthen practice-oriented educational process of universities of Ministry of Internal Affairs conducted lectures on the topic of «Criminal color. Criminal environment management system by criminal leaders» for the facultymembers and cadets of the faculty of full-time education of Aktobe law Institute of the Ministry of Internal Affairs of the Republic of Kazakhstan named after M. Bukenbaev.
Police Major General M.Kh. Abisatov was one of the first in Kazakhstan who defended his thesis on «Criminal law and criminological problems of combating organized crime in the Republic of Kazakhstan», during his lecture he highlighted the current issues of the police Department services, the use of advanced technologies in the fight against offenses, including organized crime, as well as the issues of police interaction with the public and other organizations.
During the lecture, the issues of criminal subculture, specific ideology, its significance and role in the criminal world and in society as a whole, measures to combat the criminal environment of the city were discussed. Examples from practice were given.
The lecture was informative, the cadets showed interest, actively participated in the conversation, asked questions, shared their vision. In the final part of the lecture, candidate Juridical Sciences, police Major General M. Kh. Abisatov summed up the results, made recommendations and mutual wishes. He also generally noted the good theoretical preparedness of the cadets of the ALI MIA of RK n.a. M. Bukenbaev and said that the conduct of practice-oriented lectures and the study of positive practical experience will bring undeniable benefits in the training of future police officers.
